Moff is a military thing with regional control elements, Governor, but more military dictaorship style. They made the rank of Grand Moff for Tarkin when they gave him oversight of a large part of the outer rim, as I recall, which did not keep him from also having full oversight on the Death Star construction. I'd have to re-read the novel to be sure though.
