Interesting question! First, and it's a big, big reason: Gleeson. He's adorable, even when he plays someone who is complete asshole. People like him (Ben Wishaw, Rami Malek, Tom Hiddleston) just make their character popular because they're cuties. I'm shallow like that.
Second: I like Hux as a loser who has to deal with the even bigger loser that is Kylo Ren, and bureaucracy in general. You're absolutely right in saying that he doesn't have much going on in the film (and imo will probably die in the first 15 minutes of VIII), and what's there is not cool. But I like him like this (the most uncool man in the galaxy) so I'm not bothered.
I'm a bigger fan of Finn, Rey, and Luke, but I just love to read or write about Hux because he's so much fun. I'm not a fan of "Sad Childhood Hux" or "Badass Sniper Hux" because they kinda remove the "irredeemable loser and Snoke fanboyz" aspect of his character but since we know so little about him there's also lots of freedom to enjoy in fandom.
