Thing is, if you are conditioned from youth to have a certain sense of right and wrong, have almost nil exposure to other values, how will you know what is wrong? How do you break out of conditioning?
My theory is more Finn didn't shoot out of shock and fear. Ran away because he didn't want face reeducation, and found his courage and humanity After interaction with Rey and Han.
