Anyone smoking on a space base or space ship is ridic. Even if the filters and air treatment is up to it, why would anyone sensible add to the load and reduce the efficiency of the life support system? Unless it's the commander and the goal is to have them look like a raging asshole with less concern for their crew than their own self-destructive gratification, having anyone aboard a spaceship is nonsensical.
