I have never heard it used outside of today on this meme as a descriptor for some kind of behaviour. It's making me think of Popeye and grizzled old fishermen and Bovril.

I think it was originally Chicago slang that migrated outwards semi-recently.

I've only ever heard it used to mean 'foul-mouthed' by my grandparents, and they're from Idaho.

I think it has the added connotation of being angry or upset because you didn't get your way, so it has a lot to do with being offended at something. Like, people get called salty a lot when they ship something but a different ship becomes canon or is more popular.
