If he is in MCU, they never made much mention of it. As far as watchers who don't know the comic are concerned, he's a fast blond white guy with a cartoon bad guy accent.
They probably never made a mention of it because having Jewish characters work for a Nazi organization didn't go over to well with a lot of people. So they just erased their canon religion and heritage and made them bland white characters instead.
