Honestly, I don't think there's anything wrong with people leaving more prompts than fills, including creating no fills at all. Not everyone enjoys making fanworks, or has the time to do it, or feels comfortable posting their creations online. There's not a universal fandom rule that says you're only allowed to share prompts and ideas at kink memes if you leave a sufficient number of fills, and kink memes would generally be much quieter if that were the case.

The only issue I might take with somebody only leaving prompts but never filling is (a) if they never go back and acknowledge the fills they receive, since it's basically the equivalent of asking a stranger for a really specific gift and then not even saying "thank you", or (b) if they're prompting constantly and filling up most of a page with very similar prompts about the same pairing, because it overwhelms the meme and means other people's prompts get lost as fillers start skipping whole pages.

I'm not even a filler yet and this burns me! I'd like to see more feedback on fills in general.

Same! I can see why excessive prompting without filling or not acknowledging fills on your prompts bother people, but not everyone's a writer and that's fine.

I think the rule of thumb for people who don't write but post prompts is to contribute by also commenting on fills.
