The best way to make fandom friends actually is to go out on a limb and be the first one to talk to people, instead of waiting for them to talk to you. Not everyone is up for meeting new people or interested in being friends, but a lot of people will be, and they're too shy themselves to say anything. Asking questions about someone's fic/art or doing those reblog memes is a good start.
And it's fandom. We're all weird losers here. It's a point of pride.
