The First Order has a history of courting Republic senators who may be empathetic to their cause. They go to great lengths to appease them, needing sympathizers to run interference on Leia and send what aid they can.

Lieutenant Hux accompanies his commanding officer on one of these negotiations. He's the most junior officer there, but he is allowed to sit in on the private talks even when his superiors are ushered out. He  takes the notes and tries very hard to exemplify what a proper First Order officer should be, even if it's just for some NR leech. Abruptly, his CO leaves the senator in his charge, instructing Hux to accommodate their needs, and he's left alone.

The senator is friendly. Too friendly. Sitting too close, touching his arm, his hair, his thigh, asking all sorts of questions about him and the Order. They escalate, pushing Hux as he keeps tolerating it, until finally their attention turns overtly sexual. Hux fights them off and escapes, only to run smack into his CO. He tells them what happened, and they're livid. At him. What did he think he was there for? He's turned right around and sent back to the senator, who is great deal less friendly than before.

+ The senator creepily asking about the Academy and "what sorts of things they got up to". Maths, mostly.
+ Hux kicks them between the legs in the course of his escape (and/or bloodies their nose)
+ the senator is physically larger than Hux
+ it is -- or is very nearly -- Hux's first time
+ the negotiations take days and he's expected to be... accommodating throughout
+ Everybody knew
