One thing I've seen on other memes to make a prompt freeze more obvious is using a graphic in a mod comment on the prompting meme so it stands out and is harder to miss. Since I was messing around with my graphics program today anyway I've made a couple quick jpgs that would suit that purpose for this meme. If you'd like them, let me know, I'll drop some tinypic links of something. :)
