I agree. While more kudos doesn't necessarily equal a good fic, I'm usually suspicious of fics that have, say, double the amount of comments than kudos. Though, in my experience, it's not so much that the fic is terrible or offensive, just that the author is having a long conversation in the comments with a reader.
But I come from the days of LJ fandom where people wouldn't respond to reviews on their fics because it looked like you were inflating your comment count to make your fic seem more popular. So I might be biased.
