We only have a single ship with just about no information on its officer personnel to go by, so it's not really possible to give a proper statement about this.
However, Snoke himself is supposedly an alien, so I wouldn't be completely sold on the "the First Order is totally and exclusively xenophobic" headcanon just based on what else have seen so far from the movie (which is what you are fishing for, isn't it?).
