Even though sex between troopers is forbidden, masturbation isn't. However there are rules, particularly for the men. Whenever a male stormtrooper gets the urge, he's to report to medical, come into a cup, and hand it off to the doc. They're told it's tested to make sure their levels are right, that they're using it instead of blood, and nobody thinks to question it. Finn's done it a few times, but mostly he would do it in the shower, the first real act of rebellion from an otherwise perfect trooper.
Imagine his surprise when they intercept a transport of children bound for the academy and after scans to see where they were kidnapped from more than a few of them have a 50% DNA match on Finn. The First Order has been dipping it's toes into breeding children instead of just kidnapping them, and Finn now finds himself the father of a whole brood because of it.
