Prior to the massacre of the Jedi Academy, and Luke's disappearance, Luke and Poe had been navigating around their feelings for each other, the timing never quite right. Their attraction to each other wasn't really what anyone would call a secret, but they never fully acted on it. Poe hadn't been celibate, and Luke had other 'relationships' too, though it was never anything quite like this love and attraction they were orbiting for each other.
Then, after the massacre, Luke disappears. Poe buries those feelings down and continues to do what is needed. For his General. For the Resistance.
When Rey eventually returns to the Resistance Base with Luke, everything comes flooding back in an instant, and Poe isn't really sure how to deal with it. Neither is Luke. They see each other across the hangar, but don't reunite immediately. Luke needs to catch up with Leia. Maybe Poe has just returned from a mission and needs to debrief.
Their reunion happens later, either that same day, or a few days later, quieter. Whether it leads to sex is up to you, but I mostly want the emotional punch to the gut of those feelings never really having gone away, and them picking up almost exactly where they left off.
+ Leia knows, and tries to get them to speak to each other sooner. ++ There was a reason Poe was chosen to go on the Luke mission -- there's no one Leia trusts more with her brother. +++++++ Finn and Rey see the shift in Poe and Luke immediately, having spent a lot of time with them respectively, but don't really know the full extent of what it means.
