Hux works when Hux needs to work, regardless of whether his shift has ended or not. He doesn't get to have set meal times so when he's hungry he visits the kitchen to make his own food. He's General, he runs the ship (until Smoke deigns that it's his responsibility too), he can do whatever he wants in the kitchen. And fact is he's damn good at making simple cafeteria grub into a five-star meal.
In turn Mitaka, Phasma and Kylo (and perhaps a handful of Stormtroopers, with or without FN-2187) come to investigate what Hux is doing / what's happening in the kitchen. Realising he has more company Hux keeps cooking more food, treating the small gathering to delicious food - and warning them to not get word out.
