Instead of the death penalty in the galaxy far far away really bad criminals lose their status as people and become pets. They get a device put in their brains, get a collar slapped on them, and are given to the people they've hurt as completely obedient things to be owned.

Pets aren't seen as who they once were. Some people spoil there pets, some use them for labor, others use them as bed warmers or sell them.

The First Order loses. Kylo, Hux, and/or Phasma become pets
